Europe felt a moment of respite on Monday, as the tension caused by the introduction of a new 28-point plan for ending the war appeared – briefly – to have been defused. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of contrasting events captured the bleak nature of the recent timeframe. By day, political struggles are waged: hopeful statements are issued from various governments. Significant resources is allocated on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, war remains the key method for achieving "peace".
After-Dark Attacks
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is capable of detecting rocket firings from enemy soil, a capability enabled by up-to-date information. From observation points, military aircraft that had been scrambled to intercept incoming cruise missiles roared overhead – advanced fighter aircraft provided to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons activated: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, most likely provided by allied countries. Every deployment shakes the surroundings, rattling buildings. The instant of fear quickly becomes grim resignation: maybe the approaching threat won't cause damage this time, sparing the city from ruin and additional electricity failures.
Ongoing Risks
Soon after, a heavy machine gun fired at a unmanned aircraft close by, part of a mobile-fire group – almost certainly imported technology. Sadly, the projectiles didn't strike the hostile drone – it pressed on overhead toward its target.
Periodically, this carried on until dawn. Kyiv faced the morning news: multiple fatalities, destruction and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still went about their day – experiencing conflict. But those 24 hours encapsulated Ukraine's vital need on Western support – a dependence that neighboring countries are demonstrably unable to replace in the near term.
Unsuccessful Negotiations
The comprehensive proposal from US administration sparked intense emotion, debate and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.
Every new approach from US leadership follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This cycle will, undoubtedly, continue.
Tactical Assessments
It is tempting to accuse certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. American leadership works based on a premise well known to international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The American government assumes that it is impossible to compel Moscow to abandon the land that it already controls in Ukraine's south or east.
The problem is that while recognising this factual reality, Washington does nothing to prevent Kremlin actions, through statements or actions, from assuming that the status quo will not shift further in its favour in the near future.
Opposing Positions
Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their motivation to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding lives and land but avoiding a entire defensive failure until conditions improve in its favour.
Existing Situation
Realistically, there are no real preconditions for a armistice. Now, personal considerations are coming into play: political desires to mediate resolution and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unsuitable, so that their attention does not move to homefront challenges. And although their mission will now be significantly challenging after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are guiding negotiations.
Conclusion and Outlook
It took a just a single week to terminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.
While new proposals based on previous concepts are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and demonstrate specific hesitation to modify developments, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, primarily depend on sustained allied backing.
